Type	PayTable	String	Denotes whether data refers to General Schedule Rates ("GS") or Law Enforcement Officer Rates ("LEO")
Grade	Grades	N/A	Parent Element containing the collection of step elements for a given grade
Value	Grade	Integer	Denotes the Grade number (1-15)
