Locality Pay Area Definitions
Locality Pay Area Definitions
The locality pay areas and definitions for 2011 are the same as those in effect in 2010, except as noted below. Most of the place names listed below are counties. The Federal Information Processing Standards (FIPS) geographic codes consist of a two-digit State and three-digit county identifier. These geographic codes are derived from the Worldwide Geographic Location Codes, 1993. The District of Columbia, Alaska, Hawaii, and the other Nonforeign areas are identified by State code only. Please note that Berwick town, Eliot town, Kittery town, South Berwick town, and York town in York County, ME remain in the Boston locality pay area, while the remainder of York County, ME, remains in the "Rest of U.S." locality pay area. State, city, and county geographic codes are listed for applicable cities and towns in York County, ME. State, city, and county codes also are listed for Edwards Air Force Base, in Kern County, CA, which is part of the Los Angeles locality pay area, for the Federal Correctional Complex, Butner, NC, which is part of the Raleigh-Durham-Cary, NC, locality pay area, and for McGuire Air Force Base and Fort Dix in Burlington County, NJ, which are part of the New York locality pay area. These are the only exceptions to the use of State/county codes.
Note that locality pay area definitions are tied to Metropolitan Statistical Areas (MSAs) and Combined Statistical Areas (CSAs) identified by the Office of Management and Budget (OMB) and subject to change if OMB adds locations to MSAs or CSAs. If OMB adds locations to MSAs or CSAs affecting locality pay areas, the changes go into effect with the first pay period beginning on or after January 1 of the next calendar year. The Office of Personnel Management will post any revisions to locality pay areas as a result of OMB actions as soon as possible after we are notified of the changes by OMB.
On September 30, 2010, OPM published an Interim Rule in the Federal Register making Alaska and Hawaii separate whole State locality pay areas and including the other non-foreign areas as defined in 5 CFR 591.205 in the Rest of U.S. locality pay area.
Section 1911 of P.L. 111-84, the Non-Foreign Area Retirement Equity Assurance Act of 2009, phases-in locality pay for employees in the non-foreign areas as identified in 5 C.F.R. 591.205. For 2011, employees in the non-foreign areas will receive 2/3 of the applicable locality pay percentage approved by the President for their location. We have established three new pay area codes for these locations; AK for Alaska, HI for Hawaii, and ON for the other non-foreign areas and have posted pay tables covering these locations for 2011.
