This concerns your claim for payment of annual leave believed due upon your retirement from the United States Postal Service.
The Office of Personnel Management (OPM) does not have authority to settle a claim against an agency that has been given independent settlement authority under the law. The applicable law in this case, section 2008(c) of title 39, United States Code, authorizes the Postal Service to consider and settle all claims that have been made against it. Therefore, OPM does not have the authority to settle your claim for payment of annual leave. You must seek relief from the Postal Service or in Federal court to resolve this matter.
