1. Interpretation of Results
OPM leads and serves the Federal Government in enterprise human resources management by delivering policies and services to achieve a trusted effective civilian workforce. In 2017, approximately 58% of OPM employees responded to the Federal Employee Viewpoint Survey (FEVS), which was 12.5% greater than the Governmentwide response rate of 45.5%.
Several important indices remained steady and/or showed improvements since the 2016 survey administration. The Employee Engagement Index Overall maintained 71% positive, and compared positively to the Governmentwide score of 67%. The New Inclusion Quotient (New IQ) increased by 1% to 65%, and Global Satisfaction increased from 68% to 69%.
Based on feedback from the 2016 survey administration, OPM took a strong stance on improving employee development opportunities. OPM senior leadership pledged 40 hours of training to every employee in the agency, and committed themselves to supporting mission-related training requests. As a result, several training and development related questions saw improvement. These included “My training needs are assessed” at 60% (+2% since 2016), “My supervisor provides me with opportunities to demonstrate my leadership skills” at 73% (+1%), and “Supervisors in my work unit support employee development” at 76% (+1%).
Building on 2016’s FEVS initiative to increase internal communication throughout the agency, Acting OPM Director McGettigan maintained weekly “Message from the Director” emails which highlight important news and events. Since 2016, OPM all-employee Town Hall meetings have occurred regularly to provide updates to employees on topics such as the OPM budget and strategic plan. Agency leaders and managers have also maintained open door office hours for employees to visit and discuss ideas and challenges. They have also established and/or continued organization-specific recognition practices. The success of these and other behaviors are demonstrated through several management-related items such as, “Managers promote communication among work units” at 60% (+1%), “Managers communicate the goals and priorities of the organization” at 70% (+0%), “Managers review and evaluate the organization’s progress toward meeting its goals and objectives” at 71% (+1%), “Managers support collaboration across work units to accomplish objectives” at 63% (+1%), and “Overall, how good a job do you feel is being done by the manager above your supervisor” at 68% (+1%). Two of the largest FEVS increases focused on organization recognition practices, with “Employees are recognized for providing high quality products and services” at 57% (+4%), and “Creativity and Innovation are rewarded” at 47% (+4%), although these still have room for improvement.
OPM employees report positive perceptions of the mission, and their connection to the organization and their work. They rate “the overall quality of work done by their work unit” at 89% (+0%), “when needed they are willing to put in the extra effort to get a job done” at 95% (-1%), and “my work gives me a feeling of personal accomplishment” at 74% (-1%). While the biggest decrease in FEVS items was on the item “I like the kind of work that I do” (-3%), it is still considered a strength at 81% positive.
OPM will maximize employee performance in 2018 through streamlined performance and leave policies, and increased tools and guidance for supervisors. The item “In my work unit, steps are taken to deal with a poor performer who cannot or will not improve” was at 44%, above the Governmentwide average, but with significant room for improvement. On other items, the 2017 survey results show that employees consider performance and accountability to be an area of strength, with rating “I am held accountable for achieving results” at 90% (-1%), “Discussions with my supervisor about my performance are worthwhile” at 76% (+1%), My supervisor provides me with constructive suggestions to improve my job performance” at 75% (+1%), and “In the last six months, my supervisor has talked with me about my performance” at 93% (+0%).
OPM’s 2017 FEVS results were first shared with agency senior leadership, and with all agency managers and supervisors soon after. More than 200 supervisors throughout the agency received reports of their results, including background and context for Engagement Drivers and best practices for improving employee engagement.

The survey was conducted online from May 11, 2017 to June 22, 2017.
