THE PLAN ANNOUNCED IN COMPENSATION POLICY MEMORANDUM 2012-14 TO INCREASE TITLE 5 SPECIAL PAY RATES BY 0.5 PERCENT, THE AMOUNT OF THE BASE GENERAL SCHEDULE (GS) INCREASE SHOWN IN EXECUTIVE ORDER 13635, HAS BEEN CANCELED ALONG WITH THE BASE GS INCREASE. SEE COMPENSATION POLICY MEMORANDUM 2013-06, “CANCELLATION OF APRIL 2013 PAY ADJUSTMENTS FOR SPECIAL RATES,” FOR DETAILS.
THE ABOVE PAY RATES INCLUDE AN ADDITIONAL ADJUSTMENT ORIGINALLY ESTABLISHED DURING THE 3-YEAR PHASE-IN PERIOD FOR THE NONFOREIGN AREAS RETIREMENT EQUITY ASSURANCE ACT OF 2009 (NAREAA). THE NAREAA ADDITIONAL ADJUSTMENT IS PAID IN ADDITION TO THE SPECIAL RATE THAT WOULD OTHERWISE APPLY AND, FOR THIS TITLE 5 SPECIAL RATE TABLE AND ALL OTHERS APPLICABLE IN ALASKA, IS EQUAL, AT EACH GRADE AND STEP, TO 24.69 PERCENT (THE 2013 LOCALITY PAY PERCENTAGE IN ALASKA) OF EACH EMPLOYEE'S GENERAL SCHEDULE BASE RATE.
