RELEASE: US Office of Personnel Management and General Services Administration Announce Human Capital and Training Solutions (HCaTS) 8(a) Contract
Contract Launches with 41 Participating Firms
Washington, D.C. – The Human Capital and Training Solutions (HCaTS) program, created as a partnership between GSA and OPM, added 41 small and disadvantaged firms under the new HCaTS 8(a) contract which was awarded in December of 2020. Federal agencies now have a more diverse pool of small businesses to choose from to help them meet their human capital and training needs.
Partners were selected through a rigorous and open competition in compliance with Federal Acquisition Regulations. Successful firms demonstrated their expertise and current experience in delivering high-quality customized training, human capital, and organizational performance improvement solutions.
“All of the partners on our new contract participate in the Small Business Administration’s 8(a) Business Development Program,” said Kathy McGettigan, Acting OPM Director. “The 8(a) Program assists socially and economically disadvantaged firms in obtaining a share of federal procurements. We are thrilled to offer a new contract that will bring measurable benefits to American communities during these challenging times.”
HCaTS consolidates and optimizes human capital spending to improve the quality of human capital outcomes across the Federal Government. OPM’s Human Capital Industry Solutions (HCIS) team provides services for the contracts. Federal agencies benefit from this reliable, flexible, fast, and efficient way to procure best-in-class solutions for complex human capital and training services.
According to Dr. Stuart Gittelman, HCIS Acting Deputy Associate Director, “Using HCaTS 8(a) makes it easier than ever for Federal agencies to meet their 8(a) small business set aside and best-in-class goals while providing more opportunities to companies participating in the SBA 8(a) Program.”
