OPM Releases Accelerating the Gears of Transformation Tools
WASHINGTON, DC - The U.S. Office of Personnel Management (OPM) has released a new set of tools designed to guide leaders, managers, and employees in the effort to modernize Federal workplaces and help ensure effective, efficient mission delivery for American taxpayers.
The Accelerating the Gears of Transformation tools contain guidance, tips, and resources based on existing OPM tools like the Human Capital Framework, the OPM Workforce Planning Model and existing guidance on retraining and development in support of the President’s Management Agenda’s goal to Develop a Workforce for the 21st Century.
“The technology and workforce needs in the Federal workplace are changing rapidly, which means we have to change our thinking around talent management,” said OPM Acting Director Margaret M. Weichert. “Federal workers can be upskilled to high-value work that really engages them and has a direct impact on our mission. Federal agencies will have greater capacity to redeploy workers, through reskilling efforts, to meet their most pressing, mission-critical needs.”
The Accelerating the Gears of Transformation tools include:
- The Workforce Reshaping Executive Playbook guides executive leaders through a strategic decision-making process that includes high-level guidance on Workforce Shaping and Human Capital Strategies. It also includes a logic model that identifies useful data to consider when contemplating certain types of change.
- The Reskilling Toolkit assists HR professionals, managers, and employees as they design reskilling and upskilling opportunities as the workforce tackles changes like automation. The information in this toolkit is derived from existing OPM guidance on training and development.
- Guidance for Change Management sets forth a set of steps to facilitate a successful physical or cultural transition for the workforce. Many of these steps mirror the OPM Workforce Planning Model, while factoring in important decision points to improve transformation outcomes and manage change.
Together, OPM intends for these tools to help guide Federal leaders and managers as they make strategic decisions to modernize the way government functions, support HR professionals and managers as they design and implement reshaping and reskilling/upskilling strategy, and provide employees with pathways to progress in their Federal service careers.
