No.  A Federal employee or annuitant can only enroll in one healthplan under FEHB andone dental and vision plan under FEDVIP.  Also, the employee cannot be enrolled in one FEHB or FEDVIP plan and also be covered as a family member under another FEHB or FEDVIP plan.  

(Follow-up question) – What if you have two federal employees who are married, could they each enroll in self only under different health plans?

 Yes, they each can have their own self only enrollment under the plan of their choice.
