DETO stands for "Domestic Employees Teleworking Overseas." It is sometimes referred to as overseas telework. DETOs are a workplace flexibility arrangement whereby a U.S. Government direct hire employee assigned to a domestic position teleworks in that domestic position from overseas. Federal employees assigned to domestic positions have no authorization to telework (even on a short-term basis) from a foreign location without official approval from the employee’s agency and the Department of State and an approved DETO Agreement.
