Michael Ceja Martinez

Michael (Mike) Ceja Martinez serves as Deputy General Counsel of the Office of Personnel Management (OPM) under the Biden-Harris Administration. In this role, he provides legal advice, support, and leadership on issues affecting the agency.
Prior to his appointment, Mike served as Chief of Staff and Senior Counsel to the Assistant Attorney General at the Department of Justice's Environment and Natural Resources Division where he helped manage the Division's 600 employees. Earlier in his career, Mike served as a trial attorney in the Division, representing the United States and federal agencies in environmental matters under various pollution control laws. Mike previously served as Managing Senior Counsel at Democracy Forward Foundation, a nonprofit legal organization that represents organizations, individuals, and municipalities in impact litigation and regulatory advocacy. Mike began his legal career as an associate in the litigation group at Steptoe & Johnson, LLP. He also clerked for the Honorable Philip R. Martinez of the U.S. District Court for the Western District of Texas and the Honorable S. James Otero of the U.S. District Court for the Central District of California.
Mike is a graduate of Columbia Law School and Stanford University.
