Kelly DeGraff
Deputy Associate Director for the Federal Executive Boards, Office of Workforce Policy and Innovation
Ms. Kelly DeGraff is the Deputy Associate Director for the Federal Executive Boards (FEBs) at the U.S. Office of Personnel Management’s (OPM) Office of Workforce Policy and Innovation. In this role, she directs strategic planning and policy for FEBs nationwide, leads the development of joint agency and department initiatives and oversees strategic partnerships and nationwide federal initiatives.
Prior, Ms. DeGraff served as the Deputy Assistant Administrator of the National Preparedness Directorate, a part of the Federal Emergency Management Agency (FEMA). In this role, she provided executive oversite to seven national programs and two academic institutions, including the Emergency Management Institute (EMI), and the Center for Domestic Preparedness (CDP). She also held the post of Assistant Administrator in FEMA's Fund Management Directorate, managing over $20 billion in funds and overseeing human, financial, and information resources. Ms. DeGraff also led FEMA's Insurance and Mitigation Readiness Division and the Hazard Mitigation Cadre, she restructured a geographically workforce of over 1,800, implementing effective change management and robust stakeholder strategies.
Prior to her work with FEMA, DeGraff was Executive Director and Senior Advisor to the White House for AmeriCorps. During her tenure, she led the design and implementation of a $27 million roadmap for restoring Gulf Coast ecosystems, she launched a new disaster services office, and national programs including the 21st Century Conservation Service Corps, FEMA Corps, and Resilience AmeriCorps.
Ms. DeGraff is a Yale Global Executive Leadership Fellow, a Harvard Senior Executive Fellow, and she holds a Bachelor of Science in Environmental Science. She has completed several leadership programs, including the DHS Senior Executive Service Candidate Development Program (SES CDP), OPM Executive Leadership LEAD Certificate, Harvard Public Policy Certificate, OPM Senior Executive Advancement Program (SEAP), and the American University Key Executive Leadership Program.
Her awards include the 2022 USDA Secretaries Leadership Award, FEMA Administrators Coin Recognition in 2020 and 2019, National VOAD Partner of the Year in 2017, AmeriCorps CEO Award for Outstanding Leadership in 2016 and 2017, and the AmeriCorps Innovation Award in 2015. She also received the 2023 Robert M. Tobias Achievement Award from American University, the 2016 Presidents Award for Public Service and Civic Engagement and was a finalist for the 2014 Partnership for Public Service Samuel J. Heyman Award.
