Jackie Maffucci
Deputy Director, Congressional, Legislative, and Intergovernmental Affairs
Jackie Maffucci is the Deputy Director of Congressional, Legislative, and Intergovernmental Affairs at the Office of Personnel Management (OPM) under the Biden-Harris Administration. In this role, Jackie helps to support the planning, development, coordination, and communication of OPM’s legislative and congressional initiatives.
Jackie previously served as a Senior Policy Advisor to Senator Thomas Carper (Delaware) as a Professional Staff Member on the Senate Homeland Security and Governmental Affairs Subcommittee prior to that supporting the Chair of the subcommittee, Kyrsten Sinema (Arizona). In these roles, Jackie advised the Senators on a wide variety of issues, wrote and analyzed legislative proposals, oversaw an active hearing schedule, and worked in a bipartisan manner to advance legislative and congressional initiatives. In these roles, Jackie has managed a wide-ranging policy portfolio, including government operations and modernization, cybersecurity, federal workforce, postal policy, and retirement and pensions.
Prior to her Capitol Hill career, Jackie advocated for the military and veteran community, first as a consultant working for the U.S. Army, and then as the Research Director for Iraq and Afghanistan Veterans of America. Throughout her career, Jackie has worked across a wide spectrum of issues with an evidence-based approach. Jackie received a B.S. from Cornell University and a Ph.D. in neuroscience from The University of Texas at Austin.
