Dave Marsh

Dave Marsh serves as the Chief of Staff at the Office of Personnel Management (OPM) under the Biden-Harris Administration. He previously served as the Director for Economic Mobility at the White House Domestic Policy Council, Deputy Chief of Staff at OPM, and as a member of the Biden-Harris Transition team.

Before serving in the Biden-Harris Administration, Dave was the Senior Manager for State and Federal Policy at the Markle Foundation, where he worked to advance workforce development and post-secondary education policies at the state and federal level to help promote good jobs for all Americans. Before that, he worked with the Pew Charitable Trusts to advance criminal justice reform. During the Obama-Biden Administration, he was Special Assistant to the Director of OPM and an advisor to the Deputy Director for Management at the Office of Management and Budget. Dave received his BA in political science from Williams College.
