Summary of Guidance on Section 1043 of Public Law 104-106

BAL 96-102, dated April 4, 1996, provides information about Public Law 104-106, The National Defense Authorization Act for Fiscal Year 1996.

BAL 96-105 , dated August 9, 1996, provides information about the issuance of Regulations and Guidance Implementing Public Law 104-106, The National Defense Authorization Act for Fiscal Year 1996.

BAL 96-107, dated August 20, 1996, provides information about election opportunities under section 1043 for employees who entered a retirement-covered position on or after August 10, 1996.

BAL 96-108, dated September 6, 1996, provides specific instructions for election opportunities under section 1043 for certain FERS employees who, before August 10, 1996, entered a retirement-covered position following service with a nonappropriated fund instrumentality (NAFI) of the Department of Defense (DoD) or Coast Guard.

BAL 97-105, dated June 18, 1997, explains that certain FERS employees are eligible to add to their FERS service credit and should do so without delay. Elections need to be made by August 11, 1997.

BAL 97-704, dated July 25, 1997, announces availability of the NAF program.
