Update for EO 13420

Note:   Executive Order 13420 of December 21, 2006, included a planned February 2007 pay increase for Members of Congress. That increase was cancelled by P.L. 110-5 of February 15, 2007. Pay rates for Members of Congress in 2007 remained at the 2006 levels contained in Executive Order 13393.
