CFC MEMORANDUM 2007-7

In November 2006, the Office of Personnel Management (OPM) changed the regulatory requirement for applicants to the Combined Federal Campaign (CFC) to provide an explanation for an administrative and fundraising rate (AFR) in excess of 25 percent and to provide a formal plan to reduce the excessive rate to below 25 percent. OPM received a number of inquiries, including some from members of Congress, expressing concern with the potential effects this change might have on the CFC.

As a result of these inquiries, OPM requests your assistance in gathering information associated with the AFRs of applicants in the 2006 and 2007 CFCs. Please provide us with the following information for both the 2006 and 2007 CFCs:

• Total number of local applicants;
• Total number of local applicants with an AFR in excess of 25 percent;
• Total number of local applicants with an AFR in excess of 35 percent;
• Total number of local applicants approved for participation with an AFR in excess of 25 percent; and
• Total number of local applicants approved for participation with an AFR in excess of 35 percent.
