Footnote to CFC MEMORANDUM 2004-12

On September 23, 2001, pursuant to the International Emergency Economic Powers Act and other legal authority, President Bush signed Executive Order 13224, blocking assets of terrorists and prohibiting transactions and other dealings by all U.S. persons with persons and entities identified on lists determined in accordance with the Executive Order to pose a significant risk of committing acts of terrorism or otherwise to pose significant threats to the national security, foreign policy or economy of the United States. The Executive Order directs Federal agencies to take all appropriate measures within their authority to carry out the provisions of the Executive Order.
