CFC MEMORANDUM 2003-08

MEMORANDUM FOR LOCAL FEDERAL COORDINATING COMMITTEES
AND PRINCIPAL COMBINED FUND ORGANIZATIONS

We are pleased to make available the 2003 Combined Federal Campaign National List. As always, unless we notify you of any changes to the contrary, this list must be reproduced exactly in your local campaign brochure and on the Federal agency's electronic information system, if available.

The list is being provided on our website (U.S. Office of Personnel Management http://www.opm.gov/cfc/) in two formats -- Microsoft Word 7.0 and Excel 7.0. In addition, we are making available a Table of Contents, alphabetical and numerical indexes and a version of the national list without the 25 word description for use by smaller campaigns.

List Order

The CFC regulations require that the categories of charities be rotated annually. This year the order is: 1) International Organizations 2) Local Organizations, and 3) National/International Organizations. The order of these categories and order of federations in each category cannot be altered by campaigns.

The National List provided by OPM consists of two types of organizations. Organizations that provide services that are either National and/or International in scope and those that are defined only as International in scope. National Unaffiliated Organizations (those that are not part of a federation) are listed in the National section unless they specifically noted in their 2003 CFC application that they wished to be included in the International section.

Preface and Introduction

There are minor changes to the Preface and Introduction this year. Of note is the revised language under the definition of a "Federation." The Preface and Introduction must be reproduced exactly in your local campaign brochure and on the Federal agency's electronic information system, if available.

The Preface and Introduction also informs donors that the EIN is part of each listing and also includes a reference to several resource organizations that provide information about charity finances and accountability, as well as trends in giving and volunteering.

Index and Table of Contents

• Index: To assist the donor in their search for an organization we encourage you to add an alphabetical index of the participating organizations in the campaign brochure either in the back or front of the brochure. Small campaigns that do not print the 25-word statements are also exempt from publishing an index. The use of a Table of Contents is also strongly encouraged.  The Table of Contents reflects the official order of the categories of organizations, and must not be altered.

• Alphabetical and numerical indexes for the National list are available on the CFC home page. In addition, we have included a version of the National list without 25-word statements. This format may be used by campaigns that received less than $100,000 in contributions in the 2002 CFC.

Special Features

• Where applicable, charities using a name other than their legal name must list their legal name in parenthesis, following the Internet address.  The entry must also have, where applicable, the Employer Identification Number. Keep in mind that churches and religious organizations will not have an EIN. Also, some organizations covered under an umbrella organization's tax exemption status may not list the EIN.

• Each participating organization may only appear once in the local brochure (i.e. organizations on the National List may not also appear on the Local List). However, listing of a national parent organization and its local affiliate is permitted, provided it is separately incorporated and has met all local eligibility criteria.

• Organizations on the National List cannot convert to the Local List, even if the national organization would otherwise qualify as a local organization.

• Organizations with an asterisk (*) next to their names have been found eligible even thought their administrative and fundraising expenses were in excess of 25 percent of their total support and revenue. OPM granted them waivers based upon case-by-case assessments. The asterisk shall be explained in the brochure as follows:

  *This organization has administrative and fundraising expenses above 25 percent, and is taking the steps necessary to bring these expenses below the 25 percent level.

• All lists must be compiled in a single brochure.

Copies of the brochure must be made available to all Federal employees. Use of agency computer systems may not replace the availability of printed brochures.

Please note that this MEMO and the list will not be mailed to Principal Combined Fund Organizations or Local Federal Coordinating Committee. The National List will only be available on the CFC home page: www.opm.gov/cfc.
