CFC MEMORANDUM 2003-07

MEMORANDUM FOR LOCAL FEDERAL COORDINATING COMMITTEES AND PRINCIPAL COMBINED FUND ORGANIZATIONS

Prior to the publication of the 2003 CFC brochures, it is requested that you verify the draft list of participating charities against the organizations that appear in the enclosed list. These organizations were extracted from the Department of the Treasury's Office of Foreign Assets Control (OFAC) "Specially Designated Nationals List".  This is a master list of individuals and organizations designated by the U.S. Government as Foreign Terrorist Organizations or as supporters of terrorism.  It includes both domestic and international organizations/individuals.

Please note that: a) there are relatively few domestic charities on this list, so the probabilities that a CFC eligible charity would be listed are low; and, b) the individuals and groups on this list may not have been indicted by the U.S. government at this time.  The Department of the Treasury has the authority to place them on the list based on a preponderance of evidence.

In future years OPM plans to also require that local and national federations undertake reasonable steps, to be determined, to ensure appropriate screening of member charities.
