Biography of an Ideal The Second Civil Service Reform: 1977-1979
The tenth decade of the merit system in the Federal service began with scandal and ended with reform. The reforms completely reshaped the institutions responsible for the merit system ideal and launched the Federal personnel management system in a new direction.
